There was only one cold air return in the ceiling located between two hot air ducts in the ceiling. We compared with some other homes and were surprised to notice that the cold air return ducts were walled over. The builder did dispatch the heating contractor to open the cold air returns at the floor level. However, the problem still persists. The two bedrooms at the rear of the house have the return vents near to the ceiling - perhaps these ought to be closer to the floor. Is there anything else we ought to consider?

I think one of the first things to do would be to get an independent heating contractor in there to analyze the system for you and make some recommendations. Cold air falls so having returns in the ceiling is not really going to work.
