This is an old farm house with a clay floor and cement walls. The water tank is in there and sweating all the time. Thus damp conditions. What can I do to insulate the basement ceiling? There is nothing there now but beams and wood floors above?

Don't bother insulating the ceiling. Insulate the walls instead and then put vapour barrier over both the insulation and the dirt floor. The sweating of the tank will stop and the mildew odour will leave the house eventually. You'll also be much more comfortable all year long.
