I know about your suggestions about insulating a basement; 2x4 strapping, r20 insulation, then vapor barrier. My question is should I or can I use roofing tar paper over top of the poured concrete wall b4 I put the 2x4 strapping on to help stop any "whicking" of moisture through to the 2x4s and through to the insulation ?
I have never been able see justification for that because any moisture problem, other than condensation and capour barrier addresses that, has to be addressed from the outside.
