Question:

Is it normal to have the insulation of the ceiling done before shingling for the roof? If some how the insulation complete before the roofing and it's now holding up the water (due to heavy rain) would the insulation be dried out if water was draining out by cutting a hole in the plastic which is coverred it? Would it create mold or mildew due to this problem?

Answer:

The insulation will have to be removed, the hole(s) in the ceiling drywall properly patched and then you have to wait until all is dried out before re-insulating. The shingles should go on before any insulation is placed in the attic for exactly that reason. This is part of the 'weathering in' process and if not done right, can cause all kinds of problems - mold included.
