Question:

My brother just finished his basement. A friend advised him that the best way is to tarpaper poured concrete, put the proper(for steel studs) insulation batts between the steel studs & install the drywall with no vapour barrier. I explained your procedure to my brother & now he doesn't know what to do. What are the consequences of leaving it as is? Oh yes, the friend is a full time renovator of sorts who doesn't bother with building permits.

Answer:

For the good of the community, perhaps he shouldn't bother with renovations either! The tarpaper instllation is hard (if at all possible)to justify and if you do not apply a VB, your condensation problems will be all but unbearable.
