Question:

I didn't receive your response to the 2nd part of the e-mail I sent to you concerning attic insulation.
2) The insulation batts in the attic are covering the soffits.
a) Should I pull them back and cut them to fit and to cover the the ceiling below.
b) Can I use some of the cut pieces and insert them on the basement top plate around the foundation.

Sorry about that! Let's not be cheap about this. Rather than pulling the insulation back, why not just push the U chanels down far enough to provide air from the soffits up into the attic cavity? Insulating between the joist ends in the basement is a great idea but you'll want at least R-40 in there because that's one of the greatest heat loss areas you have.
