Question:
Would I insulate the header, between the joist that sit in not on the concrete foundation? I have heard that if I insulate this area it may cause moisture damage to the wood joist? I understand that the wall below the joist would be insulated like you recommend below.
Answer:
I can't see how that could happen unless there is a leak there because the wood is dry, the concrete (by now) is dry and the insulation has a vapour barrier over it to keep it dry. If there is a danger of rot I'd have to be convinced that its real.
