I have turbine vents and two cross vents in the attic. There is snow blowing into the attic and laying inside the turbine vents. The attic has blowen in insulation and I can see a depression on the insulation under the vents. Should I cover these vents and if so what do I

During the winter I'd pull a green garbage bag over the turbines and then remove them in early spring. You'll want to add insulation over those depressions too.
