I use the cold cellar under the front porch for a wine cellar. I feel it's too cold in the winter (gets down to +3C) and too warm (gets to 20C) in the summer. If I insulate down to the frost line (top 4 feet), will it stay a more constant temperature? Is it worth it? If yes, what type should I use? Can I glue the rigid blue insulation to the wall so I won't have to stud it? Wine should stay around 8-10C I would think.

The ceiling and walls down to a foot below exterior grade level should be insulated with rigid foam (blue or pink) which can be glued on and that seems to keep things quite nice.
