Question:

The walls in my basement get very flaky and bubble like stuff under the paint. I have tried to sand, refill and paint and the same things keep happening. It is not only at the bottom of the wall but half way down. Some places where it happens is not even underground. Please help me and tell me what to do.

Answer:

All this tells you is that there is moisture in the concrete and that is what you'll have to get rid of in order to eventually (months at least)get rid of the bubbling.
