Question:

My son-in-law wants to lay ceramic floor tiles in their recreation room. The instructions on the bag of tile cement say that it can't be used on painted concrete, which is what he has. How can he prepare the floor so that the project succeeds

Answer:

The paint will have to be removed if he plans on an enduring result.
