Even though the smokers smoke outside and in the designated smoke room in the basement, there is so much smoke in their clothes, on their skin, on their breath, that the air wherever they go in the rooming house is heavy with their smoke, despite the front door constantly opening and closing and despite the window at the end of the hall on the second floor being constantly open. In the winter, this window will be mostly closed. I am worried about the smoke having thus no place to escape to from the second floor.
Answer:
As long as there is tobaco smoke anywhere within the structure the fumes will be discernable throughout the structure. This cannot be avoided even if there is a well ventilated smoking area anywhere in there.
