Question:

The 4x4s that support the deck, extend about 3 1/2 feet above the deck. The railing is affixed to them. Will I still need the 2X4 strapping or is that enough to strap the 4x4s for the roof and still provide the required integrity?

Answer:

You are now dealing also with lateral stress because the roof will have at least a bit of a slope to it so the 2X4 straps are going to be important.
