due to the quick and hot onset of summer last year we obtained mustard algae in our 16 x 24 inground pool. we spent 100's of dollars to remove it and l believe we still have it. is there a way we can almost completely drain the pool and start again without such a cost. also is it safe to drain below jets and treat while at this level?

For credible information on this you'll have to turn to the people who manufactured the pool equipment you have. Only after they've advised you should you take any form of action and if your local distributor cannot help, your local nursery is going to be your next stop.
