We have entrance steps made of cement that have been there for over 30 years. They have separated from the house and there are cracks at the bottom of each step. We have filled them with cement, but the frost just kicks it back out again.

Depending on the size of this unit, you may not be able to move it back into place. If it looks that way or if putting it back into place will not make things look and feel better, you might be better off just to discard them and build a new unit out of wood. I've found that repairing these has only worked if they were then clad in something like a short fibre artificial turf. Even that lasts only a couple of years and then you spend a lot of time with a heat gun and air hose getting rid of the residue adhesive.
