Question:

After a good rain I get water leaking through the 1930 concrete walls in my basement. I want to deal with this first by cutting off the downspouts that go into the foundation weeping tiles, and redirecting them. How do I do this, and how do i close the hole I leave?

Answer:

I think the best way is to cut off the downspout about a foot above grade and put an elbow on the upper portion so a splash block can be set under it. The hole that you leave could be filled with gravel.
