Question:

I recently took ownership of a home built in 1951 with ten-test on all of the interior walls. Years ago the dormers leaked from ice damming and the water leakage has left dark brown water stains on the ten-test walls and ceilings (which had been covered with wallpaper - paper has been removed). I want to paint the walls & ceilings. What base coat paint or other product can I use to ensure that there is no bleeding through of the dark brown water stains on the ten test? What type of paint would be best to paint over this base coat as a final paint coat?

Answer:

I don't know which jurisdiction you live in but if your get in touch with your insurance agent, he'll be able to tell you who does the company's post-fire work. These folks have some of the most effective stain deadeners available and they'll also be able to tell you what to put over it.
