When I turn on the cold water tap I get a whistling sound in the pipes. What would cause this and how can I correct it.

There are normally three causes for this. The first is that a line valve is not turned completely on and of course then water is forced through an opening too small for the pressure being applied. The second is a bit of debris being caught in the offending tap. There is a third one and it has to do with a loose tap washer at the end of the stem of the offending tap. The first one is easy to trace and rectify but the next two will take some dismantling.
