Question:

every winter I have an extreme build up of ice in the downspout. The pipe that I have leading away from the spout is angled good but the thing always freezes and when it gets a warm day when the water melts it over flows and water rune down the wall. If I were to dig down to the drainage tile and install a extension onto the downspout would this be acceptable to the buildiing code. If it is acceptable, how far down and how far from the foundation would I find the drainage tile?

I don't deal with the building codes of any jurisdiction but I have sen this system employed. It also has some draw-backs of course - the downspout can get lined with a layer of ice and that can build up to block anyway, that much water (and you'll be amazed at how much) can overwhelm the drainage tiles, sometimes drainage tiles fill with roots and the tiles themselves are already partly blocked, etc. etc.
