Question:
1/ when I pull the stem to make the water go up to the showerhead, there is still a lot of water that comes out the bottom fawset and it is usually cold water that comes out the bottom fawset. How can I fix this? 2/ The drain for the same tub has been quite slow for many years and water is several inches deep in the tub during showers. I have put a cleaner down the pipe which helps a little bit but it quickly becomes slow again.

Your diverter is giving you a problem and will probably have to be dis-assembled and tightened up. For the drain, you're probbly dealing with an about-to-give-up trap under the tub. Use a snake on it because a plunger will not work unless you block off the overflow and that's a whole different approach.
