The window well at the back of our townhouse (3rd house in a row of 6) fills during heavy rains or rains with snow melts in spring. Two summers ago, I installed a new tile that runs from the bottom of the window well to the drain at the back of the property. There is a lot of standing water at the back of our neighbour's property. We have a flowerbed at the back of ours and I am wondering if that has a negative effect on everything. Anyway, is there someone in Ottawa I can call to look at this and give me a good opinion on how to proceed from here.

In fairness to all I do not recommend people, products nor companies but this is something you might be able to do yourself. Rather than having drainage tile lead to the back of the lot, you can dig out the whole well down to the drainage tiles at the footings, discard the clay you dug out and then re-fill the hole with gravel to ensure proper drainage. Your present situation can create quite a flood in your basement.
