My question is two fold. My laundry room in the basement has a floor drain in front of the washer. When I do laundry the water comes up through the drain and smells like sewer. The floor is painted and is starting to crumble and the paint is peeling.

This is not good news. It talks about a soil pipe that may very well be blocked and it also talks about a floor drain that may have shifted under the floor and then broken. The first thing I'd try is an electric snake (you rent one) send down from near the laundry tub and you have to put down enough of it to reach the street. If it doesn't go that far, you may very well be digging up the front yard. If it has only to do with the floor drain, it means breaking up the floor around the drain and re-attaching the line. The drain has a trap, like under the sink, and that can come undone. That too would give you the backup and the sewer odour.
