Question:

My mom-in-law has a small (~50 gal.) pumpout tank at the cottage to pump the waste up to a nearby new septic system. It is located in a cavity (dugout) of the bedrock, where the old septic tank used to be, backfilled with dirt/sand, with the top showing for access. In preparation for the winter, I pump it as dry as I can, and put 1 gal. of edible antifreeze in it, to protect the pump. By spring, the tank is standing proud, high out of the cavity. The contractor that installed it digs it out, and sets it back again. I don't want do do this each spring. The contractor says that even 200lb. of cement poured over/around it won't hold it down.

Answer:

I don't think even 2000 pounds of weight would hold it in place so your options are few indeed. Mother Nature's frost moves mountains so the tidbit of weight you're suggesting won't be much of a challenge to her. Your contractor seems to know what he's talking about.
