Someone told me that the toilet flange should stick up about 1/2 inch from the finished floor. Is it true ? I am renovating the bathroom floor from vinyl to tile flooring. After I put down 5/8 inch sub-floor, 3/8 inch thick tile and 1/8 inch mortar. This raises the floor to about 9/8 inch. Does that mean that I need closet flange extension about 9/8 inch high?

Something you might try is a wax ring sitting right on the flange and another wax ring, one with a plastic funnel extension of about an inch, on top of the first. This would give you the seal you need and at the same time, keep the lower wax ring from squishing inward to block drainage.
