We purchased the two floats for the sump pump and installed them. The pump now goes on when the water reaches the bottom float. It should go on when it reaches the top float. What does this mean and how can it be corrected?

Return the balls because they float too readily. You need heavier ones and to prove it, you might introduce a weight of some kind above the top float. Don't be surprised if the bottom one floats beside it rather than under it.
