The last warm spell, water accumulated at the side of my house. I have central air and the water went higher than the pipe that goes into the basement. As a result water went into the basement. What can I use to caulk around the pipe outside and what can I use inside.

Sealing it on the outside is about all it should need though and any good, exterior caulking will do it. Read the label on the tube if you'll be doing it yourself.
