Is it a good idea to drain the hot water heater from time to time to try and get out any dirt particales that may form in tank. If so, what is the proper method of doing this.

If you happen to be dealing with a lot impurities in the water you might want to drain it to get rid of them. Most situations I've seen have not had hot water tanks drained for this purpose though. If you wanted to do it, you shut off the water suppy to it, attach a garden hose to the valve at the bottom and then open one of the hot water taps on the floor above. You must turn off the electricity to the tank before draining because if the elements are not submerged, they'll pop in a heart beat.
