In the last big storm one of the sump pumps failed and water started coming through the cracks in the floor. Water kept coming up the sump hole at the same time and we bailed till my husband found the drainage line that came out of the house and cut it then the water actually started going down in the hole and we were able to stop bailing. One of the sump pumps failed there were two in the hole and since then we have replaced it with a new one but my concern is all the cracks running in different spots. Could we mix up cement and fill them so that this doesn't happen again

No you cannot. What you can do though is invest in a sump pump alarm system or make one of your own so water does not rise to that level again without you knowing it.
