Why does the vent(fan) in the powder room that is on the main floor allow so much air in that it can keep a plastic bag filled with air 24/7 and the vent(fan) in the upstairs bathroom suck so much air out of it, that it will keen a plastic back stuck to it 24/7. The house is 4.5years old. It is a single home. If I leave them uncover, will my heating be going through the roof and what is the purpose for this design.

Ducts for these fans appear to have been less than profesisonally installed. I'd want to address that as soon as possible.
