Question:

We had a flood - washer overflowed and water went down from main floor to basement. Now, paint has peeled off walls down there. Hubby thinks you paint it with varnish first to seal the wall, and then repaint using latex paint. Is he right?

Answer:

Nice try! The walls will have first to be dried out and then, if the drywall (ceilings & walls) is no longer mushy or crumbly, it can be primed with a primer that clearly states that it can go under latex or oil based paints, and then paint.
