I've just purchased some electric roof de-icing cable. I do not intend to use it on my roof (2 year old shingles) but rather in my downspouts and eaves troughs. Would you advise laying it on the bottom of the eaves troughs or should it be hung, say 1 inch above the bottom, on wires from the eaves trough 'spikes'?

I'd leave it right in the bottom so it doesn't interfere with anything. Water that has had to be melted will flow along the bottom anyway. This cable will not provide a great amount of heat but it will melt whatever ice is against it.
