The vinyl floor in the bathroom is 20+ years old and I would like to replace it. The flooring is lifting in front of the tub but appears secure around the walls and cabinets. What do I have to do to prepare the existing floor for new cushion floor? Can I put the new flooring on top of the old?

To get 20+ years out of your new flooring you'll have to remove the old along with the 1/4" underlament underneath it and start there. You put in new underlayment and then the new flooring over that. In front of the tub, in particular, you should also have extra adhesive so it squishes out when you lay the flooring. Once all that is cleaned up and dry, you seal it with a bead of silicone caulking. Make sure all the silicone you use in the bathroom has a fungicide in it.
