Question:

Is there a simple way to eliminate a fairly deep cigarette burn in a soft wood table top (maybe pine) without sanding? Even if it is just to get rid of the black mark.

Answer:

If you can use a router, you can in-lay a piece of wood of a different kind and colour of even a ceramic tile to cover the damage but that's about as close as you'll be able to get.
