we are putting new siding on the house and have discovered that the 2 gable ends are wide open. No plywood was ever installed over the gable frame and was covered with tar paper and aluminum insulated siding. Is this alright for ventilation or should it be closed in before vinyl is installed?

Normally there is a layer of 7/16" composite board covering the gable ends before siding is applied.
