I put an offer to buy a house. That was my second offer for second house. The first one has 4 spots of water coming out from the edge between the basment wall and the floor, it is 5 months old new house. I was surprised by the explination of the owner of the house and the company who built the house, that these spots are from condensation. The house is less than two years old. Also you can spot one area under the insulation level where it has some water in it and you can tell it is running for a while. In top of that when the inspecter squzze from top to bottom of the insulation a running water droped out of it. My questions are can that relly a comdensation or leaking basment? I really liked the house so if I need an expert to check that who you adviced to hire for such a job?

Yes, condensation can be a problem in any house that is less than two or three years old but not enough of a one to have water running from behind the insulation.
