I am experiencing a problem with the cement steps that lead to my front door. The steps have been painted in the past by previous owners, with the topmost layer now peeling badly. I would like to clean off all the paint and just have plain cement steps. I have tried paint but it took several tries to get all the layers off, and a lot of time for a small test patch (the stuff is intended to remove paint from wood surfaces). I'm wondering if any companies specialize in removing this old paint with an industrial strength cleaner, whether it can be sandblasted or what other options may be available to me at the lowest cost possible of course!

Concrete is very porous and because of that, paint tends to sink deep into it. I can imagine a heat gun and a good air hose working but even before you do that, there are now some very effective biodegradable products on the market that you have access to.
