we have recently had quarter round baseboard molding installed in the kitchen and bedrooms and it needs painting along with the existing primed baseboards. (The kitchen has wallpaper above the baseboard.) How would we go about painting these baseboards and quarter rounds?

Carefully! If you don't feel you can do it without going onto the wallpaper, you can buy 'painters' masking tape' and fee safe that it will not peel the paper off when you remove it - provided you don't leave it for for too many days.
