Question:

I will be repainting and re-caulking the exterior house window frames. The window frames are made of wood. Caulking is placed between the wooden window frame and the adjacent brick exterior. I would specifically like to know if there is any power equipment that can be rented to help remove the old paint and caulking allowing me to proceed to the easier side of my task.

Answer:

To begin with, you'll have to remove the old caulking because you cannot credibly apply paint to it. This is most easily done with a flat screw driver and the very discrete use of heat gun where necessary. Power equipment is out because of the proximity to glass and possible lack of experience with the equipment. Once you've taken the old paint off, and that's best done with a biodegradable remover, you can prime and paint. Make very sure that all material you'll be applying to the surface to be painted has been manufactured by the same company to ensure compatibility; the is not something one wants to do any more often than absolutely necessary.
