Question:

can you lay tile directly onto an existing laminated counter top?

Answer:

You can but I wouldn't do it. Taking the old one off is too easy to take the chance and if you do not remove it, it may, at some future date, peel on its own and then your tiles too will lift. Take a heat gun and a 2" putty knife to the old one and its gone in minutes.
