Question:

Recently our daughter and son-in-law purchased an older house (about 70 years old), and found all the walls were wallpapered, then painted over. Could you suggest a simple way to remove this finish?

Answer:

You first have to abrade the surface of the paper (right through the paint) and then a wallpaper removing compound will do the job. The tool for roughing up the surface is called a "wild cat" and it looks like three roll-on deodorant balls in a palm-held tool. The balls have burrs on them so the paper gets pretty chewed up.
