I drilled a 1/2 hole in masonry brick to install a 5/16 lag lead shield and bolt. I did not drill the hole deep enough and during tightening of the bold the head twisted off of it. How can I remove the lag to insert a new bolt and drill the hole deeper after the lag has already expanded with the shaft of the bold still in place (with no head)?

The lag is either lead of soft metal so you can use a fine cold chisel to cut it away and little by little, get it out of there. Normally, I try to drill another hole close enough so whatever I'm mounting covers both.
