Question:

We are building a new house. Should we ask the builder to put tar paper under the shingles of the 12/12 pitch roof.

Answer:

I would insist on ice & water shield going up high enough to be at least 9" past the exterior walls and then tar paper from there on up to the baffled ridge vent.
