would ceiling fan create enough ventilation(with slightly open windows) to cure damp basement? Can ceiling fan be left on constantly?Or perhaps a window style fan with exhaust option?

The ceiling fan would have to be in the basement so I like your last suggestion better. I know that works because I've used in the past.
