I'd like to know the best way to keep the basement floor warm. Would it be feasible to nail 2X2 to the concrete & cover with 5/8 plywood, & add a small fan under the plywood for air movement?

If you plan to heat the floor this way, you might consider not nailing the sleepers to the floor. Rather, block them up sporadically a quarter inch or more and pump warm air into the cavity underneath. The sporadic blocking (shimming) will permit air flow and if you pump air in at not more than 7 or 8 PSI, and then leave an outlet, (perhaps dumping into the return air ducting of the furnace) at the opposite corner, I think it would work. There is a system on the market that does this for the whole basement and it takes the walls into consideration too but at a much raised cost.
