Question:

There was wall paper directly on the cement wall of the basement it was mouldy about 1 1/2 feet up the wall , it has been removed . I am wondering if I should paint the walls with a mildew resistant paint before I start to frame & insulate down there?

Answer:

That won't do you much good. I'd rather you ventilated the basement before doing anything to the walls. If its only condensation that's causing the mould you should be able to finish it as you planned. If, on the other hand, you find that there is a leak, you should repair that before going on.
