Question:

The basement is very large so I am not overly concerned about space. Many people I have asked do not advise me to frame the walls in front of the current insulation but tell me to remove this and frame the walls and re-insulate with new R13. My thoughts were to frame in front of this insulation and run my R13 top to bottom and take advantage of the R8. Yes or no?

Answer:

You'll end up with a double vapour barrier and space between two sheets of insulation. You don't want that.
