Question:

Problem with wet basement, town home being built 3rd from left of 6,water seeping through floor into basement, other 5 units have dry basement, builder's explanation is that painters are washing their brushes , but, only possible access to water, feed to hot water tank, not hooked up yet, is other side of basement. Laundry area drain has not been cut down to floor level, 19 ft by 8 ft and 1.5 inch deep lake around there, water under furnace, on wood framing for stairs, above vapor barrier but under 2x4 nailed to basement floor, no paint residue anywhere on floor, is it possible for water to come up through nails holding up staircase framing

Not really. If all the other basements are dry, I think I'd want to know more. It would also be interesting to know how long it takes for that water to go away and why the floor drain has not yet been cut down. Under the furnace is not really where I want water and before things get hotter than you might want down there, I'd insist on a technician to tell me what effect it has had.
