I find a puddle of water along the bottom of an outside wall in the basement of my house. The vapour barrier has a lot of water on the inside of it (next to the insulation) and, of course, some of the insulation is wet on the outside side. The wall is dry and the fiberglass insulation came to about 8 inches from the floor and the vapour barrier went right to the floor. I'm in Kingston, Ontario and we've had a lot of rain lately. I've taken off the vapour barrier and taken out the insulation to dry it out. I have a fan going in the room and will ventilate, ventilate, ventilate as much as possible. What now?

With a 30-year-old concrete block wall I can't be confident that it is only a condensation problem particularly in light of the rain that you mention. I'd want to keep taking off more panel, VB and insulation until I got to the source of it. If you're anywhere near a window, work toward it - same with a corner or where there might be a direction change in the foundation wall. Condensation is a possibility but I repeat, it is quite remote in this case.
