my basement walls are cinder block, and before i put up walls i wanted to know what i should do to prevent moisture leakage. it doesn't leak now, but in case of future problems. question 2 is that my basement floor is uneven, and i wanted to make it even using a levelling concrete...any suggestions? oh and i was just going to get the guys to put in carpet and underlay right on the concrete as my ceiling is already fairly low....good idea or what?

There is really nothing yo8u're going to do on the inside to prevent leaks so that looks after that part of it. The uneven floor may level off with a levelling compound but you'll have to have some assurance that it will endure. I do not believe in putting an underpad down in the basement because if for any reason whatsoever it floods, the underpad has to be discarded.
