Rather than paint our unfinished, 2-year-old basement floor, my wife and I are considering laying self-adhesive linoleum tiles. We were wondering if a simple scrubbing with soap and water would suffice for preparing the concrete, or would we need to etch the floor as if we were going to paint it? Are there any drawbacks to using self-adhesive tiles compared to paint?

I wouldn't bother washing it at all. Just lay in the tiles. It's far simpler than etching, curing, priming and painting and the tiles will be much more versatile as time goes on.
